This month, we want to share a housing campaign that Beyond attorneys are working on with one of our community partners, Tenant Education Network. TEN is a nonprofit organization that works with Section 8 tenants on housing issues. Beyond and TEN are supporting tenants in 3 subsidized buildings in Chicago, Waukegan, and Kankakee. These three buildings are all owned by APEX. Unfortunately, operating ethically is far from a priority. APEX purchased these buildings, getting large subsidies, but have neglected them. This has left the residents in dire situations threatening their health and safety. For example, in Chicago, one resident, Ashley, said she’s experienced severe water damage and suspected mold. In Waukegan, 3-year resident, Bianca, said they’re dealing with 2 broken elevators, roaches, and bedbugs. TEN’s goal is organizing the tenants to hold APEX accountable and get back the safe living conditions they deserve.
Lakeview Ellis in Chicago was the first building TEN organized. After over a year of strong showings in court, the tenants won, and a new management company was appointed by Cook County. Residents cautiously consider this a victory, but if the new owners do not properly restore Lakeview Ellis, then “they can expect a continued fight from the residents,” as one resident, Karen proclaimed. With the success in Chicago, TEN took on the next building: Lakeside Tower in Waukegan. Luckily, with TEN’s experience from the prior case, these tenants were able to do what Chicago did in only 2-3 months! The tenants continue to report problems and hold the new management accountable. Finally, in East Court in Kankakee, the tenants are fighting to stay in their building, which has many seniors or residents living with disabilities, and have it restored, rather than just shutting it down altogether. The campaign is ongoing, but the tenants, TEN organizers, and Beyond are hopeful for victory.
